What is the National RTP List?
The National RTP List includes Athletes selected by the Anti-Doping Controls Committee of NADO Italia (ADCC) on the basis of inclusion criteria internally defined in accordance with the principles established by WADA.
Inclusion in the National RTP List takes place through a formal communication from NADO Italia and imposes specific obligations on the Athlete, the non-observance of which may constitute an ADRVs
What are the obligations for an Athlete in a National RTP?
An Athlete on the National RTP List must provide complete and accurate Whereabouts information on a quarterly basis, including any changes. The Athlete must also specify a time slot of 60 minutes between the hours of 05.00 and 23.00 on each day of the quarter to be available for a doping control.
What are Whereabouts?
Whereabouts are the information to locate an Athlete and include:
  • Personal data;
  • Full postal address and personal email address to which correspondence should be sent to the Athlete for the purposes of formal notification of placement in RTP;
  • Name and address of the place where the Athlete is accommodated (i.e. home, temporary accommodation, hotel, etc.);
  • Name and address of any place where the Athlete will train, work or conduct any other activity on a regular basis (i.e. school), indicating the relevant timings;
  • Program of sporting events, including the name and address of the venue of any competitions in which the Athlete intends to participate in;
  • References to an impairment in order to adapt procedures for the proper conduct of the biological sample collection session.
When is the Athlete required to provide the Whereabouts?
The information must be communicated by the Athlete in advance of the quarterly deadline:
  • Quarter 1 (January-February-March): Whereabouts must be submitted by December 15th;
  • Quarter II (April-May-June): Whereabouts must be submitted by March 15th;
  • Quarter III (July-August-September): Whereabouts must be submitted by June 15th;
  • Quarter IV (October-November-December): Whereabouts must be submitted by September 15th.
How should Whereabouts be transmitted to NADO Italia?
Whereabouts must be reported exclusively through the ADAMS Platform - the WADA-approved Anti-doping Administration and Management System - by logging at https://adams.wada-ama.org/adams
Is it possible to delegate Whereabouts tasks to third parties?
Yes, but the Athlete remains solely responsible for the accuracy and/or updating of the Whereabouts.
Therefore, any failure or omission on the part of the delegated third party does not constitute an excuse for the Athlete, who is directly responsible for such failures.
What are the possible failures related to Whereabouts?
1) Missed Test: failure by the Athlete to comply with personal obligations to be available for a doping control at the place and time specified in the 60-minute time slot and indicated by the Athlete in its Whereabouts, for the relevant day, pursuant to Article 2.4 of the Anti-Doping Sports Code (ADSC) and the WADA Code.
2) Filling Failure: failure by the Athlete (or a delegated third party to whom the Athlete has designated the task) to fully and accurately report and update its Whereabouts in accordance with Article 2.4 of the Anti-doping Sports Code (ADSC) and the WADA Code.
What are the consequences of a Missed Test and of a Filling Failure?
A combination of three (3) failures to report and/or control within a period of twelve (12) months from the date of the first failure constitutes an Anti-doping Rule Violation (ADRV) under Article 2.4 of the Anti-doping Sports Code (ADSC).
Can an Athlete on the National RTP List only be subjected to doping controls during the 60 minute time slot designated under provided availability?
NO. The 60 minute time slot does not limit the Athlete's obligation to be available for doping controls at all given times and in all given places. Outside the specified time slot the Athlete can be tested; nevertheless a missed test will not result in a Whereabouts Failure.
In the event of injury or inactivity, does the Athlete still have to submit Whereabouts?
YES. The Athlete included in the RTP List must always communicate the Whereabouts to allow NADO Italia to conduct doping controls at any given time and in any given place.
When do the obligations for Athletes on the National RTP List end?
The obligations of an Athlete end following a formal communication from NADO Italia of cancellation from the National RTP List or in the case of receipt of a communication from the Athlete - via Certified E-mail (CEM) or registered letter with returned receipt - of the retirement from competition.
If the Athlete retires and then wishes to return to competition, the Athlete may not participate in any competition until is available to undertake an doping control, and at least six (6) months before returning to competition will need to provide a written notice to NADO Italia.
